21st LD Rules Committee Reorg Recommendations

The following documents are the 21st LD Dems Rules Committee Recommendations to adopt at reorganization. A description of the changes is also included.

This can be adopted as one Slate of all documents,  or by each document, as decided by the members present and voting at the reorganization meeting.

Description of Changes:
1. Bylaws
(Last Revisions amended April 15, 2020 to adopt emergency provision for virtual meeting) 

Changes appalled in the current proposal – 

  1. Article 3 – Membership
  1. Section 3- Clarified Membership levels and  duties
  2. Article 4 – Officers
  1. Section 4 – Updated Officer requirements for election and Officer removal
  2. Article 5 – Meetings
  3. Section 5 – Added Standing Rules for Electronic Attendance

2. Standing Rules            

  1. 21st LD General Standing Rules
    No Changes were made (except moved location of existing 3 rules from the bottom of Bylaws Document into a separate document for better visibility)

  2. Code of Conduct -No Changes were made to the group of 3 Code of Conduct Documents. 
    (Last Revisions adopted on April 15, 2020)
  3. 21st LD Electronic Meeting Rules -New Proposed Doc – Reflects current 21st LD Dems usage
  4. Online Governance Policy
    (Adopted 2017)

Section 1 – Added additional social media accounts and tools (Slack, Simpletext, Zoom and Mailchimp)
Section 4 – Facebook – Deleted 2 inactive facebook groups (EB and Friends of 21st)

3. Special Rules:

  1. Single Payer – No change (see Note below)
    (Adopted April 25, 2018)
  2. 21st LD Special Rules – No changes were made (except moved location of existing 3 rules from the bottom of Bylaws Document into a separate document for better visibility)
    (Adopted Jan 16, 2019)



NOTE – Any additional changes to any of these documents may be addressed at the January 2021, or later with proper notices (10 days) and a ⅔ majority vote.
